Attractive Background Effect

Start by creating tile 3 shape using custom shape tool.

Duplicate the layer. Press Ctrl+T. Scale it down and rotate 45°.
Similarly create another duplicate. Scale, rotate and fill it with black color.
Select all the shape layers and press Ctrl+E to merge. Duplicate the layer and hide it. From filter menu select artistic>>plastic wrap. Apply settings as shown.
Double click the layer to open layer style window. Apply layer style with the settings shown.
Scale up and rotate.
Duplicate the layer and hide it. Double click the layer to open layer style window. Apply layer style with the settings shown.
Unhide the layer and change the layer mode to pin light.
Merge both the layers. Double click the layer to open layer style window. Apply layer style with the settings shown.
Move the layer as shown in the image below.
Change the layer mode to hard light.
Duplicate the layer 3 times and place as shown in the image.
Select the background layer. Press D to set foreground/background color to default B&W. From filter menu select render>>difference clouds.
Press Ctrl+F several times to make the effect stronger.
Press Ctrl+U to open hue/saturation window. Apply settings as shown.
Duplicate the layer and change the layer mode to screen.
Hide the shape layers on the top and unhide the layer we hide after merging the shapes.
From filter menu select blur>>radial blur. Apply settings as shown.
Press Ctrl+F twice to apply the effect again.
Duplicate the layer. Press Ctrl+T. Right click the layer and select flip horizontal. Change the layer mode to linear light.
Unhide the top layers.
